Kansas HCR5034 proposes to amend the state constitution by establishing the Freedom from Taxes Fund and the Kansas Citizens Freedom Review Board. The fund will be used to eliminate motor vehicle property taxes and fees, state-mandated and state-imposed property taxes, and state income and privilege taxes. The review board will assess existing tax exemptions and decide which to keep or eliminate. If the board eliminates a tax exemption, it expires five years after the board's final report.
