Adds district court judges to Kansas' state drug screening program.

The bill amends the Kansas state drug screening program to include judges of the district court. The director of the division of personnel services of the department of administration must establish and implement this program for judges of the district court and applicants for safety sensitive positions in state government. The results of any drug test administered as part of this program are confidential and cannot be disclosed publicly. The bill also repeals the existing section and replaces it with the new provisions.
