Amends traffic regulations to allow vehicles engaged in highway construction and maintenance to display flashing, rotating, or oscillating amber, green, or white lights at all times in road construction zones. Stationary vehicles in such zones may display flashing, rotating, or oscillating white and blue lights between sunset and sunrise when workers are present. The secretary of transportation must establish rules governing the design and use of these special flashing lights.
