Establishes a commission to study and recommend cost-of-living adjustments for Kansas public employees' retirement benefits.

The bill creates the Kansas public employees retirement system cost-of-living adjustment commission. This commission will study the retirement benefits of public employees and recommend an annual cost-of-living adjustment rate to the legislature. The commission consists of voting and nonvoting members appointed by various state officials. The commission will submit its recommendations to the legislature, which can then pass a bill to enact the recommended rate. If the legislature does not act, the previous rate remains in effect.
