The bill establishes the position of fiscal integrity auditor, appointed by the legislative coordinating council. The auditor will have access to all state fiscal technology systems and software, including the statewide payroll accounting system, known as SHARP, and the statewide management, accounting and reporting tool, known as SMART. The auditor's duties include examining budget expenditures, identifying waste, fraud, mismanagement, and abuse, and recommending budget savings.
