Kansas HB2129 amends the Kansas public employees retirement system (KPERS) by transferring teachers from the KPERS 3 cash balance plan to the KPERS 2 plan. Teachers first employed by a participating employer on or after July 1, 2025, will be members of the KPERS 2 plan. On January 1, 2026, all active and inactive teacher members enrolled in the KPERS 3 plan will be transferred to the KPERS 2 plan. Teachers transferring to the KPERS 2 plan will retain all rights and benefits accrued under the KPERS 3 plan, with benefits not less than those they were entitled to at the time of transfer.
