Eliminates requirement for commissioner to submit reports to governor and removes specific entities from insurance law enforcement.

Revises Kansas insurance law by eliminating the requirement for the commissioner to submit certain reports to the governor. It also removes specific entities from the definition of "person" for purposes of enforcing insurance law. The commissioner retains the authority to order penalties, suspensions, or revocations for violations. The commissioner must still report to the governor and legislature on the general conduct and condition of insurance companies. The bill amends and repeals existing sections of the Kansas Statutes Annotated.
