Kansas HB2032 authorizes the state corporation commission to modify an electric public utility's return on equity based on changes in the utility's all-in average retail rate. If the rate has not increased more than 1% in the preceding year, the commission may increase the return on equity by up to 0.5%. Conversely, if the rate has increased more than 1%, the commission may decrease the return on equity by up to 0.5%. These adjustments are valid for 12 months following the commission's order.
