Kansas HB2032 allows the state corporation commission to adjust electric public utility returns based on changes in average retail rates.

Kansas HB2032 authorizes the state corporation commission to modify an electric public utility's return on equity based on changes in the utility's all-in average retail rate. If the rate has not increased more than 1% in the preceding year, the commission may increase the return on equity by up to 0.5%. Conversely, if the rate has increased more than 1%, the commission may decrease the return on equity by up to 0.5%. These adjustments are valid for 12 months following the commission's order.
