This bill establishes continuing appropriations for fiscal years in which the general assembly fails to pass an annual budget. It appropriates funds from the immediately preceding fiscal year for the current fiscal year, excluding one-time appropriations. The Department of Management, in consultation with the Legislative Services Agency, identifies the entities to which these appropriations apply. The bill also supplants duplicative standing appropriations and applies powers, duties, limitations, and requirements from the previous fiscal year.
