The Department of Insurance will administer the pool, including selecting a health benefit plan through a reverse auction. The department will conduct a reverse auction to accept bids from health carriers for health benefit plans. A municipality can opt in or out of the pool by submitting a letter of intent. The pool will not be established unless at least 10% of counties and cities opt in.
