Authorizes certain manufacturers of battery electric motor vehicles to be licensed as motor vehicle dealers.

This bill allows manufacturers of battery electric motor vehicles to be licensed as motor vehicle dealers. The bill defines "battery electric motor vehicle" as a vehicle with an electrical drivetrain and no internal combustion engine. The exception does not apply if the manufacturer previously entered into a franchise agreement with a licensed motor vehicle dealer in the state. A licensed manufacturer can own, operate, or control up to five motor vehicle dealerships and provide financing, leasing, service, or maintenance for vehicles manufactured by the manufacturer.
