Establishes a maximum rate increase for solid waste collection and disposal services and creates a property tax rebate for opting out of these.
The bill sets a maximum yearly increase for solid waste collection and disposal rates charged by counties, cities, and intergovernmental entities at 2 percent more than the previous year's rates or the percentage increase of the consumer price index for the Midwest region, whichever is lower. If rate increases exceed these limits, the increase will be effective at the start of the budget year, and the county commissioner of elections must submit the rate increase to voters at the next general election.
