Iowa SSB1140 establishes a maximum rate increase for storm water drainage system services and creates exemptions for service charges.
Iowa SSB1140 sets a maximum yearly increase for storm water drainage system rates charged by governmental entities. The bill limits the increase to 2% of the previous year's rates or the percentage increase in the consumer price index for the Midwest region, whichever is lower. Increases planned before July 1, 2025, for debt repayment are excluded. If rates exceed the limit, the increase takes effect at the start of the budget year.
