Iowa SSB1117 establishes a cap on annual sewer rate increases by governmental entities.
Iowa SSB1117 sets a maximum allowable increase for sewer rates charged by counties, cities, and intergovernmental entities. The bill limits the increase to 2% more than the previous year's aggregate rates or the percentage increase in the Midwest consumer price index, whichever is lower. Increases planned before July 1, 2025, for debt repayment are exempt from these limits. If the rate increase exceeds the cap, the board of trustees must seek voter approval at the next general election.
