The bill creates the Headquarters Expansion and Development for Growth and Employment Program (EDGE Program) to provide tax incentives to eligible businesses. It defines eligibility criteria for businesses, including having a global presence and a significant proportion of in-state suppliers. The economic development authority (EDA) can negotiate the terms and value of tax incentives with eligible businesses. The bill also establishes a business incentives for growth program training fund to reimburse training expenses for eligible businesses.
