This bill establishes continuing appropriations for fiscal years when the general assembly fails to pass an annual budget by July 1. It applies to fiscal years without an annual budget, excluding certain appropriations. The Department of Management, in consultation with the Legislative Services Agency, identifies the amounts and entities for appropriations from the preceding fiscal year. The bill also adjusts appropriations to comply with expenditure limitations and excludes one-time appropriations. It ceases to apply if the general assembly passes an annual budget for the fiscal year.
