It allows applicants for certain plates, including those for ex-prisoner of war, Purple Heart, and United States Armed Forces Retired, to request a navy blue top and red bottom with a white space in the middle displaying the plate’s letters and numbers in black, and a gray image of a bald eagle behind the letters and numbers. This design is at no additional cost and matches the current design for special flying our colors plates.
