Starting July 1, 2026, Iowa HSB30 requires students in grades nine through twelve to pass the U.S. citizenship and immigration services naturalization civics test to graduate. Students must correctly answer at least 60% of the multiple-choice questions to pass. Those who fail can retake the test as needed. The bill also applies this requirement to students seeking a high school equivalency diploma. Schools cannot charge fees for the test.
