Currently, 50 licenses are allocated for state officials and local development groups to promote the state to nonresident guests and dignitaries. The bill changes this by allocating 40 licenses to Iowa conservation organizations and 10 to the governor. The governor can choose to accept all, part, or none of the allocation. Any licenses not accepted by the governor by September 1 are added to the allocation for conservation organizations.
