Regional transit districts can now be created by contiguous counties and cities without a population threshold.
This bill allows contiguous counties and participating cities to create a regional transit district through a chapter 28E agreement, regardless of the population of the counties involved. Previously, at least one county had to have a population exceeding 175,000. The district will support transportation of passengers by public transit systems. Cities without an urban transit system can opt out by resolution.
