The bill creates a scenic byways enhancement fund in the state treasury, controlled by the Department of Transportation. It appropriates moneys in the fund for the support, development, maintenance, and enhancement of scenic byways, including litter prevention. For each vehicle registration renewal application, the county treasurer or the Department of Transportation is required to request a voluntary contribution of $1 or more to the fund.
