Establishes the percentage of income payment plan program administered by the Department of Health and Human Services.
The bill establishes the percentage of income payment plan program (PIPP) to be administered by the Department of Health and Human Services. PIPP requires individuals to pay a percentage of their gross monthly income toward their electric and gas utility bills. The payment percentage cannot exceed $100 or 6% of the individual's gross monthly income and must be at least $5 or 2.4% of the individual's gross monthly income. If an individual has unpaid balances with more than one utility company, the payment is divided equally.
