Establishes the Iowa rural health transformation fund for moneys received from the federal rural health transformation program.

The bill creates the Iowa rural health transformation fund, separate from the state's general fund, under the control of the Department of Health and Human Services. The fund consists of moneys received from the federal rural health transformation program. Moneys in the fund are appropriated to the Department for use in accordance with federal requirements. The Department must submit quarterly reports to the General Assembly detailing expenditures from the fund, including identifying by city where within the state moneys have been expended.
