Iowa HF2076 amends the cash out process for excess kilowatt-hours for distributed generation customers. Under the bill, any excess kilowatt-hours remaining at the end of a twelve-month period must be cashed out directly to the customer at the customer's request or when the customer discontinues service. The funds from the cash out are divided evenly between the customer and the electric utility’s low-income home energy assistance program. The customer can choose either a January or April cash out date at the time of interconnection.
