Exempts certain small-scale excavations from Indiana's underground facilities protection law.

The bill amends Indiana's underground facilities protection law to exempt specific types of small-scale excavations from its requirements. These exemptions include excavations performed with a hand tool, on one's own property, and to a depth not exceeding 12 inches; excavations using only animals; tilling of soil for agricultural purposes; surface coal mining and reclamation; railroad right-of-way maintenance or operations; underground probing to determine the extent of gas migration; and certain communications service provider activities.
