Bans proposition bets on youth sports and unapproved events, and penalizes collegiate athletes betting on their sport.

Prohibits certificate holders and vendors from accepting wagers on high school and amateur youth sporting events, and on events not approved for sports wagering by the commission. Also bans collegiate athletes from placing proposition bets on the sport they play. The commission can impose a civil penalty of up to ten thousand dollars ($10,000) on collegiate athletes who attempt to place such bets. Any collected penalties must be deposited in the state general fund.
