The bill creates the administrative rules review committee to review rules with a fiscal impact exceeding $300,000 in any two-year period. Agencies must submit rules and supporting documents to the office of fiscal management and analysis for review. Rules with significant fiscal impact cannot take effect unless authorized by a bill enacted by the general assembly. The committee consists of twelve members appointed by legislative leaders and meets at the call of the chair. The committee reviews rules, and its meetings and records are open to the public.
