Modifies annexation procedures by requiring a petition signed by at least 51% of landowners or 75% of assessed valuation to initiate annexation. Reduces the number of required outreach meetings from six to three. For super voluntary annexations, mandates a hearing within 90 days and ordinance adoption within 120 days. Requires a fiscal plan to be adopted before the annexation ordinance. Establishes conditions for remonstrance waivers, including recording requirements and expiration dates. Specifies conditions under which an annexation can be appealed or denied.
