Indiana HB1165 amends various animal-related laws, enhancing penalties for animal cruelty, theft, and neglect, and clarifying definitions. It increases the penalty for killing a law enforcement animal from a Level 6 felony to a Level 5 felony. The bill also amends the crime of torture or mutilation of a vertebrate animal and adds enhancements to abandonment or neglect of a vertebrate animal.
