Specifies that the amendatory Act may be referred to as the Uncap Affordable Power Act. Amends the Illinois Power Agency Act, the Public Utilities Act, and the Environmental Protection Act. Provides, in each of those Acts, that it is the policy of the State not to regulate carbon dioxide emissions that arise from the combustion of fossil fuels for the purpose of generating electrical power. Provides that, beginning on the effective date of the amendatory Act, the Illinois Power Agency, the Illinois Commerce Commission, and the Illinois Environmental Protection Agency shall not regulate carbon dioxide emissions that arise from the combustion of fossil fuels for the purpose of generating electrical power. Removes carbon dioxide from the list of regulated greenhouse gases in the Environmental Protection Act. Repeals from the Environmental Protection Act a provision that provides for the regulation of greenhouse gas emissions from electric generating units and large greenhouse gas-emitting units. Makes other conforming changes. Effective immediately.

Prohibits a State or local authority from entering into, amending, or renewing any agreement granting subsidies, tax abatements, or financial incentives for the construction, renovation, or operation of a professional sports stadium unless the full text of the agreement is posted online for free public viewing at least 30 days before the agreement is entered into, amended, or renewed. Requires the Commission on Government Forecasting and Accountability to prepare a report containing a neutral cost-benefit analysis of the agreement and requires the franchise that is a party to the agreement to pay all costs associated with producing the report. Requires the Commission on Government Forecasting and Accountability to post the report online for free public viewing at least 30 days before the agreement is entered into, amended, or renewed. Requires at least 2 public hearings in the affected community. Requires the franchise to reimburse public schools, public libraries, or public fire, police, or emergency services for any net loss of funding that results from the reduction of property tax revenue under the stadium agreement. Requires any franchise that receives subsidies under a stadium agreement to annually post reports online regarding the number of jobs created, tax revenue generated, and community benefits delivered as a result of the agreement. Requires the subsidies to be repaid with interest if the franchise relocates or fails to meet certain commitments. Requires the Attorney General to enforce the Act. Declares the purpose of the Act. Defines terms. Amends the Public Building Commission Act, the Illinois Municipal Code, the Illinois Sports Facilities Authority Act, and the Downstate Illinois Sports Facilities Authority Act. Repeals the Illinois TRUST Act. Makes corresponding changes in the Illinois Identification Card Act, removing provisions that prohibit the disclosure of certain information to immigration agents. Makes corresponding changes in the Illinois Vehicle Code, repealing provisions that restrict the release of certain information to immigration agents. Effective immediately.

Provides that any party seeking a waiver of fees, costs, or charges or seeking to use a previously ordered waiver of fees, costs, or charges shall provide proper notice to all other parties and attorneys of record prior to presenting the application for the waiver of fees, costs, or charges to the court and the court shall not enter an order for a waiver of fees, costs, or charges unless the applicant shows proof of proper notice. Provides that the waiver of fees, costs, or charges shall not automatically apply to fees, costs, or charges ordered or required to be paid for specified fees and costs under the Illinois Marriage and Dissolution of Marriage Act but shall instead be considered by the court in each individual case. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the rate of tax on clothing with a selling price of less than $100 shall be 1.25% (currently, 6.25%). Makes changes concerning the distribution of proceeds from the taxes imposed on those sales to provide that 100% of the proceeds are deposited into certain local government funds.

Deletes the following provisions of existing law: (1) the trial court shall give credit to the defendant for time spent in home detention on the same sentencing terms as incarceration; (2) home detention for purposes of credit includes restrictions on liberty such as curfews restricting movement for 12 hours or more per day and electronic monitoring that restricts travel or movement; and (3) electronic monitoring is not required for home detention to be considered custodial for purposes of sentencing credit. Amends the Code of Criminal Procedure of 1963 to make conforming changes.

Amends the Mandatory Insurance Article of the Illinois Vehicle Code. Provides that if an insurance company fails to respond to a request for verification of insurance by the Secretary of State, the Secretary of State shall send a notice, by certified mail, to the owner of a vehicle that the insurance failed to respond. Requires the Secretary of State to establish an email alert system to send an alert regarding an insurance company's failure to respond to a request for verification of insurance to the owner of a vehicle if the owner has provided an email to the Secretary of State. Effective immediately.

Requires every school district to review its comprehensive school safety plan, and amend, if necessary, its comprehensive school safety plan to include procedures specifically designed to notify parents and guardians of pupils, teachers, administrators, and school personnel when the school confirms the presence of immigration enforcement on school premises. Requires postsecondary educational entities, and each campus of those postsecondary educational entities, to make good faith efforts to notify all students, faculty, and staff who work on campus when the presence of immigration enforcement is confirmed on campus. Provides that health care provider entity personnel shall immediately notify health care provider entity management, administration, or legal counsel of any request for access to a health care provider entity site or patient for immigration enforcement. Establishes the Deportation Defense Grant Program for the hiring of a public defender to assist those who will act as an attorney to a noncitizen in an immigration case or for a nonprofit who assists in the immigration legal casework. Makes a conforming change the Counties Code. Amends the Illinois Vehicle Code. Provides that ALPR information may be shared by a law enforcement agency only for purposes of locating vehicles or persons if there is probable cause of being involved in the commission of a criminal offense. Provides that before a request for ALPR information may be processed, a law enforcement agency must obtain and review a police report to ensure compliance, which, if granted and shared, the relevant information may only be accessed or retained for a maximum of 15 days before a new request is required. Provides that an ALPR system that gives out information in violation of the provisions shall be liable for civil penalties of up to $25,000 per violation. Provides that the commission of a deceptive practice by a law enforcement official in violation of the provisions is a Class B misdemeanor. Provides that each ALPR system shall produce an biannual audit report submitted to the Secretary of State showing all searches for a police department conducted by customers outside of the police department. Effective immediately.
