SB4065 amends the Illinois Municipal Code to let municipalities with populations over 5,000 adopt home rule powers via an ordinance approved by a majority vote of the corporate authorities. If the municipality does not elect to become a home rule unit through a referendum, it cannot continue exercising home rule powers. The ordinance takes effect January 1, 2027.
