Illinois SB4061 amends the Counties Code and the Illinois Municipal Code to allow residential buildings with specific safety features to use a single stairway as an exit. Beginning January 1, 2027, counties and municipalities cannot prohibit this if the building has no more than six stories, an automatic sprinkler system, self-closing doors, smoke detection, emergency escape openings, and no more than four units per floor. This change limits home rule powers under the Illinois Constitution.
