SB4040 transfers charter school authorization from the State Board to local boards for schools outside city districts.

SB4040 amends the Charter Schools Article of the School Code to transfer authorization of charter schools from the State Board of Education to local boards for schools located outside city districts with populations over 500,000. Effective July 1, 2027, the local boards will assume all powers, duties, contracts, and pending business of the State Board as the school's authorizer. Charter contract terms will remain in effect unless amended by mutual agreement, with a 7-year term starting July 1, 2027.
