Illinois SB4031 establishes accountability measures for bullying offenses in schools.

Illinois SB4031 amends the School Code to set forth measures for bullying offenses, including hearing requirements, compulsory restorative-justice programs, community service, and counseling for minor offenders. For a first or moderate severity offense, the minor offender must appear in juvenile court, participate in a restorative-justice program, perform community service, and attend counseling. The parent or guardian must attend the hearing, pay a fee, and attend an education session.
