SB4001 amends the School Code to create the Substitute Teacher Background Check Task Force. The Task Force will research and identify paths through legislation, rules, and communication processes to expedite the background check process and provide reciprocity for licensed substitute teachers in the State to teach in school districts across Regional Offices of Education jurisdictions without having to complete multiple background checks. The Task Force will submit its findings in a report on or before October 31, 2026, to the State Board of Education and the General Assembly.
