Protects places of worship from emergency orders during disasters.
Creates the Protecting Religious Assembly in States of Emergency Act, also known as the PRAISE Act, to ensure places of worship are exempt from any emergency orders issued by the state or local governments during disasters. Defines "place of worship" to include churches, synagogues, mosques, temples, and other religious buildings. Allows religious organizations and places of worship the same freedom to meet as other entities. Provides for just compensation if property is taken or used during a disaster. Limits home rule powers to regulate places of worship.
