Illinois SB3971 allocates $10,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity. The funds are intended for grants to establish hydroponic agriculture facilities in vacant commercial buildings. Priority is given to facilities in or near areas designated as food deserts. The act takes effect July 1, 2026.
