Illinois SB3970 mandates a cost-benefit analysis for natural gas decarbonization initiatives.

Illinois SB3970 amends the Public Utilities Act to require the Illinois Commerce Commission to conduct a comprehensive, independent cost-benefit analysis before approving any decarbonization pathway, pilot program, infrastructure investment, or regulatory mandate related to the natural gas distribution system. The analysis must evaluate life-cycle greenhouse gas emissions, energy system costs, ratepayer impacts, system reliability, equity impacts, workforce effects, and the potential of competitive market mechanisms.
