SB3969 regulates new units of instruction at Illinois public universities, requiring Board of Higher Education approval.

SB3969 amends the Board of Higher Education Act to require the Board of Higher Education to review and approve or disapprove proposals for new units of instruction, research, or public service at public institutions of higher education. The Board must consider the unique student demographics and needs of the institution.
