The Illinois Responsible Outdoor Lighting Control Act sets standards for outdoor lighting on state-funded installations. New luminaires must have a color temperature of no more than 2,700 Kelvin, be fully shielded, and not emit light above 80 degrees from the downward vertical direction. They must also avoid light trespass by not exceeding an illuminance of one lux at ground level. Exceptions include certain historical lighting, temporary holiday lighting, and situations where more stringent federal, state, or local laws apply.
