Illinois SB3951 amends the Illinois Highway Code to permit local governments to install blue reflective pavement markers on highways, streets, and roads to signify the location of fire hydrants or water supplies. These markers must not be used for any other purpose. However, local governments cannot place these markers on state highways without first obtaining an encroachment permit from the Illinois Department of Transportation. This provision does not apply to freeways or freeway ramps.
