Illinois SB3852 establishes a Child Care Solutions Fund and Pilot Program to support child care centers in designated communities.

Illinois SB3852 creates the Illinois Child Care Solutions Fund, a special fund in the State treasury to receive private donations and state matching funds. The Department of Commerce and Economic Opportunity will administer a Pilot Program using these funds to grant child care centers in up to 10 designated pilot communities. The bill also amends the Illinois Income Tax Act to provide a tax credit for donations to the Fund, equal to 75% of the donated amount, with a limit to prevent reducing the taxpayer's liability below zero. The Act takes effect immediately upon becoming law.
