SB3704 amends the Metropolitan Water Reclamation District Act to change enforcement procedures and penalties for discharge violations. The executive director can now issue cease and desist orders and orders to show cause for specified discharge violations. The Board of Commissioners can order responsible parties to pay civil penalties for violations that endanger public health, the environment, or interfere with sewerage systems. The bill also allows the Board to order the plugging of sewers and establishes procedures for administrative hearings.
