SB3671

SB3671 mandates annual registration of residential rental units in Illinois, with fees supporting affordable housing.

SB3671, the Residential Rental Property Registry Act, requires landlords of residential rental units in Illinois to register each unit annually by January 1. Landlords must pay a $100 registration fee per unit, with exceptions for local housing authorities and owner-occupied buildings of six or fewer units, which pay $50 per unit. The Act prohibits landlords from renting units unless they are registered and bars rent increases for units not registered within the past 12 months. Registration fees and fines are deposited into the Illinois Affordable Housing Trust Fund for rental assistance.
