Establishes the African-American HIV/AIDS Response Fund to support prevention, treatment, and service delivery for HIV/AIDS in Illinois.
The bill amends the African-American HIV/AIDS Response Act to create the African-American HIV/AIDS Response Fund. This fund will support programs to prevent HIV transmission, create an HIV/AIDS service delivery system, and administer the Act. Grants will be awarded to African-American community-based organizations for HIV/AIDS prevention and treatment. The Department of Public Health will prioritize funding for African-Americans at risk of or infected with HIV/AIDS in areas with high prevalence. The fund will receive annual transfers from the General Revenue Fund starting August 1, 2026.
