SB3608 amends the Toll Highway Act by removing the chairman's supervisory role over the Illinois State Toll Highway Authority. It also requires the Governor, with the advice and consent of the Senate, to appoint an Executive Director to serve as the chief executive officer of the Board of Directors. The bill removes the Authority's power to appoint assistant attorneys and retain special counsel, subject to the Attorney General's approval. The changes take effect January 1, 2027.
