SB3593 amends the Recyclable Metal Purchase Registration Law to prohibit the possession, purchase, sale, or attempted purchase or sale of telecommunications wire unless the seller is an authorized agent, representative, or employee of a licensed contractor of a public utility or a provider of telecommunications services. It defines "recyclable metal" to include copper, brass, aluminum, or any combination of those metals found in telecommunications wire or equipment used to provide telecommunications services.
