SB3589

SB3589 mandates counties and municipalities to regulate businesses selling nitrous oxide for intoxicating effects.

SB3589 requires counties and municipalities in Illinois to establish processes for residents to report businesses, including retail tobacco stores, suspected of unlawful manufacture or delivery of nitrous oxide. By January 1, 2027, these local governments must adopt regulations to prevent the sale of nitrous oxide intended for causing intoxication, elation, euphoria, dizziness, stupefaction, or altering sensory processes. The bill limits home rule powers to ensure consistent regulation across the state.
