Illinois SB3552, known as the Citizens Empowerment Act, provides a method for residents to petition for a referendum to dissolve a local government unit. The petition must be signed by a number of qualified electors equal to or greater than 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election. The petition must be filed with the governing boards of both the dissolving and receiving local government units at least 122 days prior to a general election.
