SB3424 modifies the Public Utilities Act to facilitate the acquisition of water or sewer utilities by large public utilities. It allows large public utilities to request expedited review from the Illinois Commerce Commission for such acquisitions. If granted, the Commission must issue a final order within five months. The bill also allows large public utilities to recommend adopting existing rates of the acquired utility, provided the change does not exceed 2.5% for a single acquisition or 5% for all acquisitions before the next rate case.
